About The Role

Open to consideration of part time hours (minimum 21 hours per week).

We are seeking an experienced Senior Financial Crime Risk Manager to join our Financial Crime team in the 2LoD and play a leading role in our operating rhythm.

What you will do

Following an extensive Financial Crime transformation programme, you will continue to establish and maintain an effective 2nd line governance rhythm, providing oversight of systems and controls highlighting key risks in managing financial crime across the entire lifecycle and framework, including oversight of MI/Metrics and identifying trends with insight and commentary provided.

You will be responsible for planning, coordinating and the control of all 2nd Line activities and will play a key role in the Bank’s Enterprise-Wide Risk Assessment (EWRA), supporting processes in order to ensure that regulatory and legal requirements are met.

Key Responsibilities:

  • Plan, facilitate and act as secretariat for 2nd Line Governance
  • Attend and feedback to team on governance for relevant ‘run the bank’ or ‘change the bank’ activities related to FC systems
  • Establish and maintain a framework for 2nd Line governance, including all economic crime regulatory requirements as well as monitoring of adherence to risk appetite and portfolio metrics.
  • Ensure oversight of 1st Line governance and appropriate risks and issues are escalated to 2nd line
  • Have oversight of the RCSA and review the results to ensure alignment to EWRA and governance reporting
  • Coordinate senior management briefings, governance submissions and status updates as necessary
  • Drive the plan and production of the EWRA ensuring all deadlines and timescales are met.
  • Manage the budgeting cycle and the tracking of spend over the budget cycle period for 2nd Line Fin Crime
  • Responsible for providing recommendations to the formulation of financial crime strategy and then for the implementation and execution together with the supporting frameworks and policy to ensure that economic crime requirements from a legal and regulatory perspective are met across the Group.
  • Lead the strategic assessment, development, review and monitoring of the Financial Crime Framework and supporting governance infrastructure. This includes from implementation, embedding and through to on-going adequacy the framework to associated controls.
  • Ensuring that losses arising from Financial Crime are contained to a level acceptable to senior management of the business; challenging and testing the proposed controls and risk treatments to manage these risks. This role is across all Group, product lines and functions.
  • Demonstrate knowledge for AML and other Financial Crime related requirements and issues, providing advisory support and guidance on systems and controls to monitor the entire Group’s business line products and services. Act as an escalation point for complex issues.
  • Oversight of the 1LOD completion and undertaking of regulatory returns.
  • Oversee and provide regular reports and management information for Financial Crime Risk & Control Committee, Business Unit Executive Committee’s (ExCo), STB Group ExCo, Senior Management and the Board and its Committees on relevant financial crime matters. Ensuring that relevant stakeholders are tasked and challenged to own their relevant operational financial crime risks.
  • Maintain development of and annual reviews of the EWRA– incorporating the Financial Crime Framework. Ensuring that risks, controls and other metrics are designed, and Executive MI and reporting is appropriate for all Board and Executive Committees. Manage the Policy & Standards Exceptions process ensuring that all 1st line and 2nd line exceptions and associated actions are tracked, kept up to date and any breaches are correctly reported in line with the relevant standards
  • Track the reporting of internal incidents and breaches ensuring that key stakeholders are engaged in remediation of gaps, reporting of such to relevant governance.

What you will Bring:

  • Significant experience in a Financial Crime related role
  • Financial Crime related qualification is desirable, equivalent career experience may be considered.
  • Extensive knowledge and experience of financial crime frameworks, governance, Financial Crime law, and regulation. risk management, systems and controls and oversight.
  • Previous experience of managing governance and oversight frameworks, EWRA or equivalent Financial Crime risk assessments
  • Strong verbal and written communication skills with an ability to present complicated matters in a coherent and succinct manner
  • Good numeracy and analytical skills with high attention to detail
  • Very good planning and organisational experience and capabilities
  • Previous experience of Commercial Finance (Invoice Finance), Real Estate Finance, Retail Finance, Deposits and/or Motor lending desirable
